> [T]he OA Switchboard will be developed with immediate business value: Enabling all publishers to locate central OA funds, and to get publication charges paid from these funds in an efficient and cost-effective manner.
A key question (of design, at this stage) is whether the software will merely aim to clean up the messy APC-collection process, or else facilitate collective payments from libraries and funders as an *alternative* to the [APC scourge](https://items.ssrc.org/parameters/the-library-solution-how-academic-libraries-could-end-the-apc-scourge/).
